The NTTA planned to expand the President George Bush Turnpike, a six-lane access-controlled tollway from SH 78 in Garland to I-30 in Rockwall. Halff designed 2.3 miles of the overall project, beginning at the Miles Road interchange and extending 2.3 miles to the east. The design included all the components of highway design. Halff ensured total mobility for the tollway with ITS and toll plaza utility infrastructure, frontage roads and bridge structures for underpass/overpass interchanges at Merritt Road and Miles Road.
A significant change order arose during the project, which was to convert the facility to an all-electronic toll collection. This would allow it to comply with new NTTA toll gantry standards. Halff completed all design work on schedule, despite the major change orders.
